All beaches in Mexico are public and open to fishing. Providing you have gained access to the beach legally, there is no problem. The major resorts and many home owners prefer you don’t fish in front of their property so it’s best to fish where it’s a little more private.
Akumal and Tulum are excellent places to stay if you have non-fishermen in the party, providing a wide variety of activities for others while the fisherman are off exploring the flats.
